“said” and “says” are perfectly acceptable dialogue tags. As someone who goes to school for creative writing, let me say this: your dialogue tags should not carry your dialogue for you. Readers don’t want to know how many different ways your character can say something. Don’t lead your reader, let them follow the dialogue and exposition. If it’s written well enough, they’ll know your character is “lamenting” about something. You don’t need to tell them.
